Salix Low Carbon Skills Fund for Heat Decarbonisation Plans

FAO: Headteachers and School Business Managers

The Department of Business, Energy and Industrial Strategy with Salix Finance have announced a School- specific £3.5m pot of funding, under the Low Carbon Skills Fund Phase 2 for the development of heat decarbonisation plans. The fund launches at midday on 13th September and is expected to have extremely high demand.

The funding enables Academy and Maintained Schools to seek expert consultant support to undertake feasibility exercises to develop a heat decarbonisation plan for their buildings. All plans must be completed by March 2022.

A heat decarbonisation is a plan which sets out the approach to decarbonise the heating of the building by recommending alternate low-carbon heating system and energy saving retrofit works. More information on what may be expected of a Heat Decarbonisation Plan can be found at the link below. https://www.salixfinance.co.uk/sites/default/files/Phase_2_LCSF_HDP_Guidance_2.pdf

The council intends to apply to this fund on behalf of a small number (max 10) maintained schools. These schools will be prioritised and selected based on a balance of the following priority criteria and will be informed directly of their selection by EOD Wednesday 8th September.

·         Existing gas-fired boilers aged, reaching end of life and/or due for replacement

·         High carbon footprint of heating

·         School site located within heat network priority connection zones

·         Fabric upgrade and heat demand reduction opportunities

·         Pilot project for specific typology type

The fund is open to all School should they want to directly apply for funding to procure their own consultants to undertake a study in line with the funding criteria. The council will endeavour to work with more schools in the future as and when future funding phases becomes available.
