Safeguarding Briefing - 28th November 2022

 Dear Colleagues,

A Refresher on Regulated Activities

It is important for anyone involved in education, to have a clear picture of what the bounds of they and their schools are responsible for. In this vein the Department of Education has provided its ‘Regulated Activity in Relation to Children: Scope’ document. In its ten pages you will find both regulated activities and regulated establishments.

To find this document follow the link:  https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/550197/Regulated_activity_in_relation_to_children.pdf

Logan Mwangi Child Practice Review

As Safeguarding and educational professionals it is important to reflect back on safeguarding failures. Without studying these tragic cases it makes children more vulnerable, and our safeguarding capabilities weaker. Logan Mwangi was found dead in July 2021, after a sustained period of abuse at the hands of his mother, father and step-brother. Earlier this week the Cwm Taf Morannwg Safeguarding board found there to have been ‘system issues rather than isolated instances of poor practice. The full report into the failures that led to this damning conclusion can be found by following the link below.

Child to Parent Violence and Abuse (CPVA) Resources

Although there is no 'official' definition, the Domestic Abuse Commissioner for England and Wales, Nicole Jacobs, says that CPVA is 'CAPVA is a form of family abuse where children/adolescents use a range of harmful behaviours towards parents/caregivers in an attempt to get their own way, hurt or punish, communicate distress and/or control their environment.'

Here are some resources you might find useful:

A Guide to Detecting Child Exploitation

Children and young people are at serious risk of exploitation, both sexual and non-sexual. Whether it comes from criminal gangs inducing children into criminal activity, or networks of individuals preying on children, recognizing the warning signs is crucial. The Children’s Society has published guidance on how to see and stop exploitation. A key document for safeguarding professionals.

You can find that page here:  https://www.childrenssociety.org.uk/what-we-do/our-work/child-criminal-exploitation-and-county-lines/spotting-signs?gclid=EAIaIQobChMIz8u9_LnK-wIVxd_tCh1kugvxEAAYBCAAEgKjhPD_BwE

Defining County Lines

County Lines and the gangs that operate them are a key threat to vulnerable children. But in order to combat it effectively, and to protect the children that they threaten an understanding of the definition is required. To help in this effort to safeguard children from the practice’s influence the National Crime Agency has published the document linked below:

The Significance of County Lines Organizations: Case Study

To understand the importance and potential power of County Lines Organizations, please refer to the link below to find out about one of the National Crime Agency’s largest anti-County Lines investigations.

The Practice of Cuckooing

Adjacent to the dangers of County Lines Organizations, is the vulnerability of young people, particularly in families with an absent or sick parent. Cuckooing refers to the the practice of criminals who take over another individual’s house or property. These Cuckooing attempts are carried out particularly by County Lines groups to store their illegal goods. To understand more about Cuckooing and how to stop it please follow the link below:

Advanced Safeguarding for DSLs

This is a four-session course for DSLs over a full-day. The course is offered live and as a recorded replay. When the course is live, there are plenty of opportunities to contribute with observations, questions or answers. As a recording, the interactions from other people are included and feedback notes that this makes it feel like you are not on your own.

"I came to a session in Birmingham back in 2019 (the day after the GE I think) and it was superb. Today [online] was just as good, if not better. The use of video mixed with live speaking was excellent and goes way beyond what other safeguarding courses provide. You've been there and done it, and your openness with your own story is inspirational."
