Central Enfield CLC Technical Support and Educational Services

The CLC provides Schools and Educational Establishments a full range of IT services. We will support your IT Infrastructure and provide specialist solutions. We offer specialist IT Technical Support for both Curriculum and Admin Networks, Supporting all Microsoft packages, Windows and Mac platforms, LGFL Support, MIS Support (Capita SIMS, ScholarPack and RM2 Integris). All our service packages are competitively priced. We now offer a selection of bolt on top up services that can be added to your existing plan.

CLC SLA details the level of cover and support purchased is outlined in each category. All our staff are fully qualified offering a Professional Education Focused IT Solutions. Providing specialist IT services for all Enfield and Out of Borough Schools currently supporting over 10,000 users per term, we have successfully implemented new ways of working that is cost effective and produces a high quality of service and advice.

All our Technicians and Personnel are fully qualified and enhanced DB certified. All our staff are fully compliant with the Data Protection Act 1998 and fully conversant with DFE policies child protection and health and safety protocols, also in line with the new regulations that come into effect in May 2018 this includes how we use your data. No data held will be passed to any third party and only used in accordance with our service agreement. No personal staff or user data is held by the CLC. Your networks security and data protection is paramount.

CLC service agreements are available to purchase throughout the academic year with the added benefit of not being signed up to lengthy contracts, which means your pricing structure is based on your individual school requirements. We will always provide a high-quality service to all our packages. We are not in partnership with software / hardware providers so you can also be assured that the advice and guidance we provide is independent.

CLC - Teaching ICT Support

CLC Technical Service offers schools technical support for IT infrastructures and school Admin and Curriculum networks. We specialise in network installation projects which include servers, laptops and desktops. Our Technicians have the expertise of working with both Macs & PCs platforms. We have been offering this service to Primary and Secondary Schools including various Educational Establishments for a number of years with a proven track record and successful working partnership with all our customers.

CLC Equipment Loans

The City Learning Centre offers an equipment loan service that allows schools and educational organisations to save on their IT budget and trial equipment before they commit to a large purchase. The equipment available covers all Key Stages of the curriculum and organisations can loan multiple kits throughout the academic year.

We can offer a large and varied range of equipment for use in:

Loans are available:

CLEAPSS Licensing (Consortium of Local Education Authority Provision for Science Services)

To join the local authority's purchasing arrangements for the licensing agreement for the Consortium of Local Education Authority Provision for Science (CLEAPSS).

CLEAPSS provides a general support service in the field of science and technology

Description of Service:

We provide Enfield schools the facility to purchase at a discounted price CLEAPSS (Consortium of Local Education Authority Provision for Science Services) licence, which provides general support in the field of science and technology.

This includes information, advice and training on:

  • practical science
  • health and safety
  • risk assessment
  • sources and use of chemical
  • living organisms and equipment.
  • laboratory design & practice
  • job roles of technicians

    Limited support and advice may also be offered for technology, art and design and other practical subjects.

Options of packages

  • purchase of CLEAPSS annual licenses
  • purchase of the Radiation Protection Advice service membership The latter includes:
  • the service of a Radiation Protection Officer to act as an intermediary between the education establishment and CLEAPSS;
  • a consultant to audit Radiation Protection arrangements once every 3 years;
  • support & information in regard to radiation queries beyond the scope of your organisation’s Radiation Protection Supervisor.

Corporate Maintenance & Construction Team

This service, provided by a specialist team within the environment department, offers schools maintenance of their mechanical and electrical equipment. It comprises an annual service contract and a responsive maintenance service. The annual service ensures statutory compliance and efficient running of engineering plant and equipment. The responsive service covers day-to-day and emergency repairs.

Additional services, funded separately by the school, are:

  • planned repairs or refurbishment of buildings, mechanical or electrical elements
  • new projects such as building adaptations and improvements and provision of new accommodation

This service offers a full range of design and printing services.  Using the latest technology and a variety of finishes, the service can provide personalised design and print solutions to meet an individual school’s needs.    

Creative Design

Our design team have been brought together from a range of backgrounds to provide a wide variety of excellent skills.

Using the very latest technology, state-of-the-art Macs and professional graphic design software, the team has access to a new extensive CD fonts library and an online web-based account for downloading and purchasing photos.

The design team can produce design for a wide range of printed materials:

• banners • brochures • business cards • booklets • calendars • compliment slips • greeting cards • flyers • folders • handbooks • invitations • leaflets • letterheads • newsletters • promotional cards • postcards • posters • prospectuses • reports.

Digital Printing

This is the most cost effective answer to fast turnaround quality colour printing. Our digital colour printers deliver an impressive 65 pages per minute, and will take various weights of paper, up to SRA3 size, and works from either hard copy or digital files.

This makes it ideal for short runs of posters, flyers, leaflets, forms etc.

The digital colour printers produce a vibrant, consistent image with a superior matt finish that gives outstanding text and graphics.

It gives complete end-to-end document finishing, including colour reports with printed tab-inserts, and 60 page saddle-stitched booklets

For A1 and A2 posters we have a large format poster printer for producing those bigger posters, which can really make an impression and for that final professional touch

Photocopying and Finishing

We can supply you with a first rate service on your entire photocopy needs from either hard copy or digital files. Our copiers run at 135 pages per minute and we can supply a very fast turnaround.

Finishing

Early Years Social Inclusion (EYSI)

Early Years Social Inclusion (ESYI) supports schools in meeting the developmental needs of children facing difficulties in a range of areas includings: social, emotional and mental health (SEMH), motor development, sensory processing and speech, language and communication (SLC)

The team is made up of colleagues from Health and Education and includes specialists in:

  • nurture groups and attachment difficulties
  • Makaton and augmented communication
  • communication in print and visual learning
  • multi-sensory and kinaesthetic learning
  • speech and language therapy
  • occupational therapy
  • physiotherapy

Much of our work is dedicated to early intervention, as well as enabling schools to meet the needs of children and young people who are at a delayed developmental stage. We work flexibly, responding to schools’ emerging priorities.

We support schools in the implementation of three evidence-based, tried and tested interventions across Early Years and Key Stages one, two and three:

  • Nurture Groups
  • Language and Social Skills Groups
  • Tiger Teams

In addition, bespoke training and support can be discussed and developed.


Education Support Programme Service

Enfield Council`s Youth and Family Support Service provides a range of accredited learning courses, mentoring, personal development and PSHE programmes. We are a key educational support provider and work with a number of educational and training establishments to support and help deliver their curriculum. Our offer to education providers focuses on the following outcomes:
  • Learning key skills and improving learning outcomes.
  • Gaining nationally recognised awards and qualifications.
  • Improving life, social and vocational skills.

Education Welfare Service

We work in partnership with schools, agencies and families to offer a holistic approach to improving school attendance and maximising pupils' opportunities to achieve.

As well as performing our statutory responsibilities, we offer a traded service to academies and free schools. This covers direct work in schools, outreach work with families and associated follow-up work. This is available at three levels.

Level one support includes:

  • school consultation
  • outreach work with families who have been referred
  • 'attendance clinics' sending letters
  • liaison with other agencies

Level two, in addition, includes:

  • taking 'Team around the Child' lead role for referred cases
  • attending professional/child protection/school inclusion meetings
  • operating coffee mornings for parents to raise importance of good attendance
  • contributing to school assemblies on attendance matters

Level three, in addition, includes:

  • operating 'Fast Track to Attendance' advice on whole school policy and systems to improve attendance
  • providing staff INSET attendance training and awareness sessions

Educational Psychology Service

This is a specialist service working collaboratively with parents, school staff and other professionals to help children and young people with a range of difficulties achieve more and improve their life chances.

This is a specialist support service which works collaboratively alongside parents and school staff to help children and young people with a range of difficulties achieve more.

We have a key statutory duty to provide psychological advice as part of an Education Health Care Plan (EHCP). Where there is a concern about the provision for a child or young person with an EHCP, we work closely with all those involved.

To meet these statutory duties we arrange regular visits to schools. There is no charge for covering our statutory responsibilities.

All our educational psychologists are registered psychologists with HCPC and bring a range of experience with children and young people and a postgraduate-level degree.

We can offer a range of supportive interventions or training opportunities for schools and colleges to purchase as additional sessions to meet their specific needs and priorities based on a service level agreement. These are:

  • additional casework in line with our consultation model of service delivery, including parent-school consultations and exam concessions
  • consultation on classroom management and whole school issues
  • individual and group interventions for staff, children and families
  • staff development and training
  • therapeutic interventions such as Nurture Groups and CBT-based approaches
  • contributions to pastoral support plans
  • research and project work

Educational Visits Support and Advice

This service assists schools and settings to manage their responsibilities, and those of the local authority, for 'Learning outside the classroom'. This concerns the health, safety and wellbeing of children and young people when engaged in off-site visits and activities. This includes the full spectrum of visits from those which are near the school to more distant expeditions.

The service is linked with the Secondary Physical Education Service. A discount is available for schools purchasing both services.

The purchase of this service also includes:

  • access to and use of Enfield documentation
  • access to EVOLVE software and associated approval and endorsement arrangements
  • related advice and support

Schools and settings will be able to endorse their use of the above documentation and adopt equivalent procedures to those used by the council.

Energy Management Service

This service helps schools save energy and water, reducing their costs at a time of rising prices and constrained budgets. We offer three packages:

Description of Service

The Energy Management Team provides a professional, customer focussed service committed to delivering value for money energy and water contracts at a time of rising prices and constrained budgets. The team is part of the Council’s Sustainability Service which launched the Sustainable Enfield strategic and visionary framework in 2017, enabling and co-ordinating borough-wide projects to significantly improve Enfield.

Service offer 

We offer an Energy contract procurement & management service. This will include:

  • arranging risk managed, flexible, long-term, benchmarked, value for money energy & water contracts
  • carrying out regular reviews of best value approach
  • attending regular workshops to evaluate and improve supplier and buying agency performance
  • providing expert procurement advice and support
  • providing advance notification of new tenders, contract renewal and price changes • ensuring compliance with EU, national and statutory regulations.

Enfield 14-19 Enrichment Programme

This service delivers financial evaluations to heads of sixth forms, performance analysis of post-16 study programmes, and an enrichment programme to support progress and achievement.

The service is available to local authority maintained schools, and academies. It aims to:

  • ensure schools have relevant data and reliable performance information relating to the post-16 curriculum
  • support schools to develop post-16 study programmes which maximise opportunities for higher education or employment
  • provide annual financial assessment, including the impact of sixth form funding on resources
  • deliver annual post-16 census checks to ensure expectations have been met
  • provide regular updates on EFA funding, DfE updates, and opportunities for apprenticeships and employment
  • promote partnership through termly meetings with school sixth forms and stakeholders

The core package includes an invitation to half-termly partnership meetings to consider collaborative opportunities and discuss emerging issues. Monthly updates are also included. An enhanced or bespoke package includes the above, as well as:

  • support before the DfE October census, ensuring schools are compliant and funding is maximised
  • support to look at sixth form allocation and finances for the upcoming academic year and, where errors are identified, support to submit a business case to the EFA
  • ALPS and LPUK data packages, purchased at a reduced rate
  • support to help schools analyse sixth form data and agree remedial action plans
  • invitations for enrichment programmes with local institutions, employers and agencies
  • support with the raising participation age requirements and learning beyond key stage four and five
  • access to the Enfield secondary and sixth form enrichment programme

Enfield Careers Service

This service delivers high quality careers education, information, advice and guidance (CEIAG) to pupils, educational establishments and providers. It aims to:

  • ensure careers advice contributes to pupils' social mobility and economic prosperity
  • inspire pupils to succeed and make the right decisions at key transition points throughout their education
  • encourage pupils to set clear career goals and expectations and motivate them to achieve exam results that support these
  • enhance pupils' employability and economic resilience to maximise their personal and career potential

The core package comprises CEIAG delivery over two, three or four days' service during term time to suit the operations of the school. An enhanced, or bespoke package enables schools to commit to a set number of additional days at competitive rates that incorporate a wider variety of options.


Enfield Catering Service

We provide over 20,000 meals every day in Enfield. Our healthy food is freshly cooked on site, meets the government's nutritional standards and contributes to the health and education of children and young people.

We are proud to offer menus that use quality ingredients, which are locally, ethically and sustainably sourced wherever possible. Our achievements include being awarded the prestigious Silver Catering Mark from the Soil Association.

The main element of our service is the provision of nutritious meals to pupils and staff


Enfield Music Service

Enfield Music Service (EMS) is the lead organisation for Enfield's Music Education Hub.

This specialist service comprises a team of dedicated, experienced and qualified staff delivering high quality music-making opportunities for Enfield's children and young people both in and out of school hours.

We provide traded services directly to schools and an instrumental/vocal tuition service directly to parents and carers.

The service for schools includes:

  • instrumental and vocal lessons funded by schools
  • instrument hire
  • ensemble provision
  • whole class instrumental and vocal programmes
  • demonstrations and try-an-instrument sessions
  • CPD for specialist and non-specialist practitioners
  • network meetings for school music leaders
  • partnership festivals, collaborative events and projects
  • access to music curriculum resource library and loan of music and instruments
  • primary curriculum music delivery

Enfield Norse Cleaning Service

This service is provided by Enfield Norse, a joint venture company between Enfield Council and Norse Ltd.

Our commitment is to provide an effective, value-for-money commercial cleaning service to Enfield's schools while retaining a strong focus on social responsibility. We work in partnership with your school to provide a bespoke service that meets your operational requirements. This can be based on term-time only or year-round cleaning.

Services we provide include:

  • daily cleaning at times to suit school's needs
  • periodic deep cleaning when school buildings are closed to service users window cleaning
  • advice and consultation regarding strategic options for cleaning service delivery and development
  • carpet cleaning and floor polishing

Enfield Work Experience

This service provides schools and colleges with work experience which builds links between businesses and education, delivering programmes for learners aged 14-19 years. The Enfield Work Experience Team work alongside the Progression & Pathways Team to offer a range of high quality services aimed at brokering links between schools and employers/businesses enabling 14-19 year old learners to benefit from an experience of the work environment. The team will support young people to be better prepared, especially at 17 and 19 for progression to further/higher education and employment.

Description of Service

The service provides schools, and colleges with work experience building links between businesses and education to deliver programmes for learners aged 14-19 years. Enfield Work Experience Team work alongside the Progression & Pathways Team to offer a range of high quality services aimed at brokering links between schools and employers/businesses that enables 14-19 year-old learners to benefit from an experience of the work environment.  The team will support young people to be better prepared, especially at 17 and 19 for progression to further/higher education and employment.

The Enfield Work Experience Team works closely with other areas within the local authority to ensure the services offered are informed by discussions around the emerging employment growth sectors.

 

 

 

Free School Meals Eligibility

This service provides advice and guidance to schools and parents on applying for free meals for pupils.

Our pupil benefits team determines entitlement of free school meals for children attending full time education. When a parent makes an application, the team uses Department for Education's Eligibility Checking System to determine a family's entitlement to free school meals.

Description of Service

The Pupil Benefits Team determines entitlement of free school meals for children attending full time education.

Parents are required to make an application which includes a request for the applicant’s national insurance number. Parents are not required to provide documentary evidence of the benefit they receive but must sign a declaration on the completed form. Enfield has access to a secure Eligibility Checking System that holds data from the Department for Work and Pensions, Home Office and HM Revenue and Customs.

On receipt of the completed application, the Pupil Benefits Team will use the DfE’s Eligibility Checking System to determine a family’s entitlement to free school meals.

If a family does not receive a qualifying benefit, the Pupil Benefits Team will confirm this with the parent and alert the school by secure file transfer detailing this. Once determined, families have a continuous entitlement to free school meals but are obliged to inform the school or Pupil Benefits Team of any change to their benefits. The Pupil Support Team will carry out termly checks on the Eligibility Checking System and will write to parents only if a negative return is received. Cancellation reports will be sent to schools by secure file transfer. For those who apply and are not entitled, parents will be advised of this. The Team provides advice and guidance to schools and parents on the procedure on application and qualifying benefits. FSM entitlement reports are provided to all schools at the beginning of the year. However, entitlement reports can be provided on request at any time.

General Data Protection Regulations (GDPR)

The GDPR is a new requirement that extends the provision of the current Data Protection Act with a statutory requirement for each organisation to have a named independent Data Protection Officer (DPO)

Description of Service:

The GDPR was introduced in May 2018, as an extension of the statutory requirements of the Data Protection Act that was previously in place.  A key element of the new regulations is for every organisation to have a named independent Data Protection Officer (DPO) who will the legislative requirements are being met within the required timescales. 

Description of Service:

The service to be offered is to support schools to fulfil the statutory DPO role as required by the GDPR and this will include:

  • act as conduit to Information Commissioner and Public;
  • ensure that training is made available and that awareness is raised;
  • inform, advise and issue recommendations on Data Privacy;
  • monitoring compliance

Governor Support Service

This service offers access to clerking support for all governing body and committee meetings, including additional flexibility to facilitate unexpected meetings such as exclusions and disciplinary hearings.

A team of dedicated Clerk to Governors (aka Support Officers) provide procedural advice as part of your agenda preparation process for meetings, including the production of model agendas and distribution of minutes and related papers.

Support also includes:

  • regular monitoring and annual audit of pastoral matters relating to bullying, child protection, racial incidents and exclusions
  • yearly recognition of outstanding governor contribution and 'Governor Award 4 Young People'
  • signposting to relevant training, annual conferences and governing body reviews advertised in the Governor Training Diary or on the Governor Support Service Website
  • e-learning via Modern Governor
  • regular service evaluation and questionnaires for quality assurance
  • regular alerts about new and current responsibilities through briefings

Grounds Maintenance - Parks Operations

This service provides all aspects of grounds maintenance work as required by the school, meeting pre-agreed service specifications and responding to ad-hoc requests.

Work is carried out by trained, CRB-checked staff and overseen by experienced supervisors and dedicated managers.

The service includes:

  • grass cutting
  • edging and trimming
  • leaf clearing from field areas
  • shrub and rose bed maintenance and pruning
  • hedge cutting
  • cricket pitch preparation
  • sports field markings
  • athletic tracks and field events
  • weed spraying
  • verti draining and spiking

Insurance Services

This service is provided by the insurance and risk management team, who are committed to delivering an efficient, effective and high quality service that meets customer needs, corporate priorities and statutory requirements.

The service includes:

  • advice on all aspects of school insurance
  • managing claims for compensation arising out of school's activities
  • arranging new insurance covers upon request when needs change
  • processing new claims in line with the Civil Procedure Rules
  • investigating claims in conjunction with stakeholders to ensure a decision on liability is reached within timescales imposed by the Civil Procedure Rules

This service is not available to academies, colleges or independent educational institutions.


Internal Audit Services

This service delivers assurance to all levels of management in regards to the adequacy and effectiveness of operations, compliance with laws and regulations, accuracy and reliability of management reporting, and the safeguarding of assets and other interests, through a range of independent reviews which evaluate the Schools’ internal control framework covering a range of major systems within the schools.

Description of Service:

Internal Audit provides assurance to all levels of management about the adequacy and effectiveness of operations, compliance with laws and regulations, accuracy and reliability of management reporting, and the safeguarding of assets and other interests.

Service Offered

There are two services available:

  1. Internal Audit review of the School’s internal control environment, by undertaking a range of independent reviews which evaluate the Schools’ internal control framework. The objective, independent review will cover a range of major systems within the School, to ensure compliance with policies and procedures and to ensure good financial practices are applied throughout.

    The scope of the internal audit reviews will be tailored to meet the needs of the individual school. Where necessary, recommendations for improvement are agreed with school leadership teams to introduce good practice.

    Internal Audit will:

    • Undertake a review and assessment of risks and controls operating within each area of the agreed scope, through:

      − Pre-audit questionnaire, completed by the school;

      − Meetings with staff;

      − Documenting processes; and

      − On-site testing of the actual controls in place across the School.

    • Provide a report detailing the findings, risks and proposed recommendations, against which the Governing Board can monitor actions to mitigate the identified risks.
  2. Independent certification of grant funding.

    Internal Audit will:

    • Test all documents requested from, and provided by, the School against the latest requirements of grant funding;
    • Review the completed summary provided to us, as required by the grant conditions, such as an Income/Expenditure statement;
    • Provide certification of grant funding letter.
    • Provide independent assessment of how grant funds are used, as required in the grant conditions. A delay in the school providing information promptly may lead to a delayed independent certification and may result in non-payment of/refund of funds allocated.

      For any work undertaken, the School will ensure that:

    • all relevant documentation including the source data, reports and procedures is made available promptly on request or by specified deadlines.
    • staff and management make reasonable time available for interviews and will respond

This service is provided by our in-house legal team, which is responsible for providing legal advice to all parts of the council in respect of all its functions. Four specialised teams provide access to knowledge on their areas of expertise.

Occupational Health & Employee Counselling

Occupational Health supports the highest level of capability amongst your staff by giving you the right information to manage their attendance, performance and safety.

Money spent on appropriate Occupational Health services tends to pay dividends through saving the cost of supply teachers, new staff recruitment and compromised agreements with employees whose capabilities have diminished.

The service is provided by Health Management Limited and comprises Occupational Health appointments and assessments and an Employee Assistance Programme. The first aspect includes:

  • management referrals for sickness absence or performance issues
  • ill health retirement referrals
  • Occupational Health physician face-to-face appointments
  • Occupational Health nurse advisor face-to-face appointments and telephone consultation appointments
  • advice on referring employees from a team of Chief Medical Officers
  • minibus driver medical appointments
  • work station assessments

The Employee Assistance Programme and counselling service runs 24/7, 365 days per year and includes:

  • telephone counselling sessions for all employee

Payroll & Pensions Service

Our payroll and pension service supports over 18,500 employees and reliably manages the complexities of Local Government and teachers' pay terms and conditions.

The payroll service includes:

  • calculation and payment of salaries, subsistence and expenses to all school employees
  • interpretation and implementation of pay awards, annual and six-monthly increments and other global changes, and the calculation of payment of arrears

Pest Control Service

This service provides treatment for pests such as: ants, cockroaches, flies, mice, rats and wasps

It also provides free advice, pest proofing services and installation and service of fly screens and UV fly killers.

As part of the agreement we proactively inspect school premises for signs of pests at appropriate intervals, undertake any treatment needed and offer recommendations to help you stay pest-free.

The service guards against a range of consequences posed by pest infestation, including:

  • severe operational difficulties
  • health and safety hazards
  • structural damage to buildings
  • food contamination and related legal, financial and reputational risks

This trusted service is delivered by qualified and experienced pest control operatives and is available to schools at an affordable price.


Primary Physical Education & Schools Sports Service

This service involves physical education specialists working collaboratively with schools with the aim of maintaining and developing the highest standards in physical education and school sport.

An active school with high quality physical education will support learning across the curriculum. It can:

  • contribute to healthy lifestyles
  • improve emotional wellbeing
  • reduce poor behaviour
  • increase attendance
  • develop key skills and attributes such as leadership, confidence, teamwork, resilience and determination.

Primary Schools Swimming Programme

This service provides a high quality swimming programme by a team of qualified instructors for pupils at Key Stages one and two. The lessons are for 15 weeks of the year, generally last 30 minutes and take place at the following pools: Albany, Arnos, Edmonton, Southbury and Southgate.

The service involves:

  • devising timetables
  • arranging transport to and from pools
  • recording attendance, progress and achievement
  • providing certificates and ribbons
  • arranging an in-school water safety session

The service supports the Healthy Schools Programme, delivers the National Curriculum Physical Education Swimming programme of study, generally promoting a healthy lifestyle, encouraging water confidence and developing water survival skills.


School Admission Appeals Service

This service is offered to Academies and Free Schools. As these schools are their own admission authority, they are responsible for making arrangements for independent panels to hear parents' appeals against a decision not to admit their child to the school.

Appeals can be lodged by parents of children who are refused a place at primary or secondary school at any point in the academic year.

We have a proven track record of successfully arranging admission appeals within the requirements of the School Admission Appeals Code and have built up a large pool of experienced and trained independent panel members.


School Exclusion Reviews  

This service is offered to academies and free schools. These schools are responsible for making arrangements for independent panels to hear a parent's appeal against a decision to permanently exclude their child from the school.

We have a proven track record of successfully arranging exclusion reviews within the statutory framework and have built up a large pool of experienced and trained independent panel members. We source high quality clerking for review hearings and, where required, legally trained representatives for schools to provide expert advice and assistance on preparing and presenting the school's case.


Schools & Early Years Improvement Services

This service’s purpose is to enable schools to develop and maintain outstanding teaching and outstanding leadership.

We achieve this by:

  • providing a highly effective School Improvement Advisor Service, 97% of Enfield schools currently rated Good or Outstanding by Ofsted
  • analysing the relevant data and engaging closely with our local stakeholders in order to ascertain professional learning needs and then ensuring best-evidenced based practice underpins all professional learning and development opportunities
  • providing bespoke school based consultancy and professional development packages which are tailored to individual school’s development needs, support implementation and enable maximising impact on pupil outcomes
  • offering regionally and nationally acclaimed programmes underpinned by the National Standards for Professional Development, delivered centrally at accessible local venue
  • encouraging and supporting Joint Practice Development between leaders, teachers and support staff within and between schools
  • representing Enfield on range of local, regional and national bodies to ensure stakeholders’ views are fully heard
  • signposting schools to potential sources of funding for the benefit of their professional learning and development
  • developing partnerships with trusted providers including local Teaching Schools to ensure excellent learning and development provision at best value rates
  • encouraging and supporting schools to develop their own in-house and local professional learning and leadership development programmes to enable capacity building in relation to self-sustaining school improvement.

To underpin our role of supporting schools to raise achievement for all children and young people we offer four professional learning and development packages. New in 2017-18 we are offering bespoke Consultancy to support school improvement and embed professional development. We also provide a School Improvement Advisor Service to Enfield Primary, Secondary, Special and Academy/Out Borough Primary (this service is without charge to Enfield LA Maintained Primaries as funded via DSG). Our packages for 2017-18 are:

Schools Emotional Well-being Service

This service offers the opportunity to buy Child and Adolescent Mental Health Service (CAMHS) clinician time to be used in schools. CAMHS staff are qualified and experienced specialist child mental health professionals.

Our aim is to create a customised health and emotional wellbeing service to meet the needs of the particular school that is using the service. Several schools may decide to cluster together to purchase jointly.

Our direct work with children and families in the school setting includes:

  • providing assessment and short-term therapeutic intervention (up to six meetings) to children, young people and their families
  • early identification of and intervention for emotional problems, ensuring that children, young people and their families have the support that they need and receive the level of care appropriate to their difficulties
  • undertaking an observation of a child in school and making recommendations (with parental consent)
  • speedy availability of CAMHS specialist advice for parents
  • providing accessible help for families who are unable to engage with CAMHS in the usual way
  • increasing parents' skills and confidence in managing challenging behaviour by provi

Schools Health & Safety Service

This service gives educational establishments access to a comprehensive Health and Safety support service and training to meet legislative requirements.

The service will be delivered by fully qualified officers who have detailed knowledge of Employment and Health and Safety law and of the policies and procedures of a local authority. This guards against exposure to risk of prosecution where suitable and sufficient support is not otherwise available. As part of a local authority dealing with schools, they are experienced in the application and requirements of legislation and how it can be effectively applied in this specific context.

Community schools receive this service at no charge and do not need to indicate that they require the service. For voluntary aided or foundation schools, the standard services can be bought for an agreed fee, with a separate additional arrangement for customised services and visits.


Schools Personnel Service

With excellent knowledge of Enfield schools and links with other key local authority and council services, our Schools Personnel Service provides specialist advice relating to conditions of service and other employment matters involving school-based employees.

The service differs for three different types of educational institutions:

  • community and voluntary-aided schools
  • foundation schools
  • academies and non-maintained schools

Community and voluntary-aided schools

The service covers two main elements, which are available separately:

  • Advice and Employment Documentation Service, which provides online, telephone and face-to-face support covering, for example:
    • production of policies, procedures and guidelines
    • advice and guidance on pay and conditions
    • attendance at disciplinary, grievance and redundancy hearings
    • processing advertisements
    • ensuring necessary employment checks have been carried out
    • processing starters, changes and terminations of service
  • Primary School Supply Pool. This service provides supply teachers and relief support staff. It deals with recruitment and selection to the Pool, completion of all relevant paperwork and any complaint

Schools Waste & Recycling Service

This service provides reliable and environmentally responsible waste collection to Enfield schools.

The service is tailored to your school's specific needs. We offer flexible contract terms, value-for money with no hidden charges, a wide choice of bin sizes and a fully commingled recycling service.


Secondary Physical Education Service

This service provides high quality advice and support on developing and maintaining outstanding physical education and dance in secondary schools. It is linked to Educational Visits Support and Advice.

Trade Unions Facilities Time Service

This service is for academies, free schools and other non-maintained schools.

Trade Union representatives have a statutory right to reasonable paid time off from employment to carry out trade union duties and to undertake trade union training.

Historically, funding for facilities time for Trade Unions representing school-based employees at a local or branch level have been primarily funded through the Dedicated Schools Grant. However, funding regulations state that non-maintained schools are not able to de-delegate funds back to local authorities to administer Trade Union facilities time.

As such, we facilitate a service through which academies, free schools and other non-maintained schools can 'buy in' to an arrangement whereby they contribute to a pool that shares the costs of teaching and non-teaching Trade Union facilities time.

The service provides an effective route for statutory and collective consultation and bargaining, a framework and structure for non-maintained schools to manage industrial relations and access to branch officials from recognised unions. It includes:

  • consultation, negotiation and representation for union members on matters connected with employment terms and conditions
  • attendance and rep
